France raids X offices, U.K. probes X for possible deepfake sex exploitation

[1]

PARIS (BP) – France and the United Kingdom are the latest countries to announce advances investigating social platform X for possible offenses including the proliferation of Grok-generated deepfake sexual exploitation images.

The cyber-crime unit in the office of Paris public prosecutor Laure Beccuau raided X Chairman Elon Musk’s French offices Feb. 3, summoning both Musk and X chief executive Linda Yaccarino for hearings in April, the Associated Press reported.

In the UK, Information Commissioner John Edwards announced [2] investigations of X and X.AI LLC, “covering their processing of personal data in relation to the Grok artificial intelligence system and its potential to produce harmful sexualized image and video content.

The investigation joins two already underway by the multistate European Commission including representation from France, as well as recent investigations by the U.S., Denmark and others that have led to the arrests [3] of dozens of individuals globally.

The Southern Baptist Ethics & Religious Liberty Commission (ERLC), which includes in its 2026 policy priorities anti-pornography advocacy and upholding human dignity, applauded the international measures that also affect U.S. users.

“We applaud any measures by the government to protect people from this heinous practice, such as the Take it Down Act, which was made law last year in the United States,” ERLC Director of Research RaShan Frost told Baptist Press. “We also encourage governments, both foreign and domestic, to hold companies accountable when their policies and practices violate people’s privacy and dignity.”

In the U.S., Congress passed in 2025 [4] the Take It Down Act, criminalizing the publishing or distribution of sexually explicit material of a person without their consent and requiring social media platforms and other websites to remove such images within 48 hours of notification.

“The proliferation of online pornography and now AI-generated pornography is highly detrimental to human dignity and flourishing,” Frost said. “The use of AI to create pornographic material, such as deep fakes, is wicked and a gross violation of the inherent value of fellow human beings made in God’s image.”

Musk, who led the Trump administration’s Department of Government Efficiency a few months in 2025, has denied wrongdoing and accused Paris prosecutors of targeting him for political reasons.

UK’s investigation follows accusations made against X, Edwards’ office said in a press statement.

“We have taken this step following reports that Grok has been used to generate non-consensual sexual imagery of individuals, including children,” the office said. “The reported creation and circulation of such content raises serious concerns under UK data protection law and presents a risk of significant potential harm to the public.”

The European Commission has launched two active investigations [6] against X and Grok. The commission launched its latest investigation Jan. 26 into whether X has violated the Digital Services Act, and extended an ongoing investigation launched in 2023 regarding X compliance with risk management obligations.

“The new investigation will assess whether the company properly assessed and mitigated risks associated with the deployment of Grok’s functionalities into X in the EU (European Union),” the commission said in a press release. “This includes risks related to the dissemination of illegal content in the EU, such as manipulated sexually explicit images, including content that may amount to child sexual abuse material.”

Among arrests stemming from investigations, Europol announced [3] in February the arrests of 25 individuals in a large-scale operation led by Denmark against child exploitation involving 19 countries, including the U.K. and France.

“The suspects were part of a criminal group whose members were engaged in the distribution of images of minors fully generated by artificial intelligence (AI),” Europol said.

In a Feb. 3 press release [7], Europol expressed support for France’s investigation of X.
